Parenting is God's idea; and the most perfect way of doing it only comes from Him. So it's natural that he exercises that imperfection in a perfect way is what I mean. Also, consider that while the Lord made a place for Levi's sons to have a place before the hem, they still had to accept it. They still had to treat it righteously. Because of who they were, they weren't allowed to profane the things of God and trample underfoot the things that God said are holy. They weren't able to just run into the Holy of Holies. They still had to come through the door; which is the way God set up and structured for things to happen.
